Work at Heights Safety Plans

If your employees perform any work at a height of 4 feet or more special precautions need to be taken to keep them safe.

OSHA 1910.66 – Work from Heights regulation requires employers to:

• have written safety assessments for every task and every space over 4 feet high where work is performed
• have documented before a fall safety plans
• have documented after a fall rescue plans including the ability to perform an immediate rescue of an incapacitated worker
• review these plans an annual basis

Before a Fall Safety Plan

Put simply, a before a fall safety plan is a written plan that answers the question “What is our plan to make any work at heights as safe as possible?”.

In developing a Before a Fall Safety Plan we perform a pre-fall hazard assessment then engineer out as many fall hazards as possible.

After a Fall Rescue Plan

An after a fall rescue plan is a written plan for actions in the event of a fall or at heights emergency. The plan must lay out

• who will perform the immediate rescue of a person
• account for the equipment and training needed to carry out an effective rescue

The Need For Immediate Rescue

When an emergency happens seconds count. Longer rescue times mean more severe long term effects from injuries.

OSHA standards require companies to be able to make an “immediate rescue” in the event of a fall or an emergency at heights. Many companies wrongly assume a plan to call the fire department will satisfy this requirement.

Immediate rescue requires on-site personnel be properly trained and equipped.

Relying on Fire Departments For Your After A Fall Rescue Plan

When a company’s after a fall rescue plan relies on the local fire department they are NOT fulfilling the requirement for immediate rescue. They also take on the responsibility to confirm that the department has the equipment and trained personnel available to respond.

In many cases local departments are not equipped and trained for technical rescue. When technical rescue teams exist, members often respond from various area fire departments which lengthens the time to arrive on the scene of an emergency.
